지난 6월 22일 연세 RCE 포럼에 참석한 파라일 유엔대학 부총장님과 만났습니다. 

DESD가 중반을 넘어선 지금 통영RCE의 나아갈 방향과, 지역에서 ESD를 실천하는 것에 대해 

답해주셨습니다. 

파라일 부총장님의 당부처럼 통영RCE가 전세계 RCE 도시들의 롤 모델이 될 수 있기를 기대해 봅니다.

Q. RCE 웹진을 위한 인터뷰에 응해주셔서 감사합니다. 이 웹 매거진은 통영RCE에서 한 달에 두 번 발송되고 있는데요. 우선 모든 웹진 독자들에게 인사해주시겠어요?

Ok. This is great for me to be here and then I would like to say hello to all the RCE members of Tongyeong which is very important RCE for us to be very proud of in terms of what you have achieved, what you will achieved.

이곳에 온 것이 너무나 기쁘고, 통영에 있는 RCE 멤버들에게 인사를 전하고 싶습니다. 통영 RCE는 우리에게 정말 중요하고, 또한 지금까지 해 온 일과 앞으로 해 낼 일을 생각할 때 굉장히 자랑스럽게 생각합니다.

We look forward to having a great interact relationship with Tongyeong RCE. And I also would like to give secial thanks to the mayor of the Tongyeong city for his support and leadership. 

우리는 통영RCE와 매우 긴밀한 상호관계를 가질 것을 기대하고 있습니다. 또한 통영시장님의 전폭적인 지원과 리더십에 진심으로 감사드립니다.

Q. 오늘 한국의 RCE 활성화를 위한 연세 RCE 워크숍에 참석해주셨는데요. 어떠셨는지 말씀해주시겠어요?

Ok. Yes indeed it is our pleasure for me to ground to meet constituents of UNU and RCE. It's very important part of that. So I got great opportunity to meet with the members from academic community from Yonsei University to promote regional center here. So my impression is always is that of the receptibility of the idea RCE by the Korean people particularly to universities and communities like that. 

우리는 유엔대학과 RCE 구성원들이 함께 만나는 것을 매우 기쁘게 생각합니다. 오늘 연세 RCE 워크숍은 그 중에 중요한 부분으로, 지역센터 활성화를 위해 연세대학교의 학문공동체 멤버들과 함께 만난 것은 저에게 있어서도 매우 좋은 기회입니다. 대학과 지역사회에서 나온 RCE 아이디어는 항상 열려있습니다. 

  

And this is always inspiring me to see that sort of dedication and that commitment that I talked about that in my speech, dedication, commitment and leadership and the communicating that in the community like that. four elements I talked about. 

또한 내가 강연에서 이야기한 네 가지 요소인, 헌신, 책임, 그리고 리더십과 지역에서의 소통 등이 이루어지고 있는 모습을 볼 때마다 너무나 기쁩니다.   

Q. 통영RCE는 2005년에 시작되었고, 이제 자기평가의 시간이 되기도 하였다. 통영RCE에 방문하기도 하셨고, 지켜봐오셨는데, 통영RCE에 대해 어떤 인상을 갖고 계신가요?

This is very important that you mention that you will do self assessment after 5 years that will be about time now. So I am carefully looking forward that the results of the assessment I hope that you will make that made of in English, so I can read it. And then I can spread that message to the other RCEs. Particularly at a RCE global conference that I will be happy to share with.

방금 이야기한 것처럼 5년이 지난 후, 지금 이 시기에 자기평가를 하는 것은 정말 중요하다고 생각합니다. 저는 그 평가의 결과를 보기를 기대하고 있습니다. 통영에서 영어로 만들어서 읽을 수 있게 해 주기를 바랍니다. 그렇게 되면 다른 RCE에 그 내용을 전할 수 있을 것입니다. 특히 RCE 세계 총회에서 그것을 공유한다면 더 없이 기쁠 것입니다.

What I would like to see based on my intention, my mission for the UN-University, UN-University institute of Advanced studies is that how we can find out particular activities in local level that can have that have that transformative effect that I talked about. Not only within the community in terms of how changes happened in behavior. When you talk about sustainable development we always think that in terms of some kind of things to be created, but it is more in terms of process of changing behavior, attitude, outlook, vision.

저의 유엔대학과 유엔대한 고등연구소에서의 역할과 목적은 우리가 어떻게 지역 수준에서 제가 이야기했던 전환적인 역할을 하는 활동을 찾아내고 싶습니다. 지속가능발전에 대해서 이야기 할 때에는 지역 내에서 어떤 행동의 변화들이 일어났는지 뿐만 아니라 지역사회에서 행동의 변화가 어떻게 일어났는지 생각해야 합니다. 보통 지속가능발전교육이라고 하면 뭔가를 만드는 거라고 생각하는데, 행동과 태도와 미래상, 비전의 변화의 과정이라고 보는 것이 더 적합한 것 같습니다. 

That is key I hope that can be shown to the various stake-holders, multi stake-holder dialogue that you have, that to the schools, or community events, community activities and business and education.

이것이 바로 제가 학교, 공동체 행사, 공동체 활동, 그리고 사업과 교육관계자와 같이 다양한 이해관계자에게 보여주고 싶은 핵심입니다.

So some examples would be very good wants to show in terms of activities. which I know I understand that you have started with the clean plate initiative, but I am quite happy to know more about that. And also these activities at the local level in terms of how other stake-holders are participating.

활동에 관해서 몇 가지 좋은 예시를 보여주는 것이 좋을 것 같습니다. 저도 통영에서 빈그릇 운동을 시작했다는 것을 잘 알고 있습니다. 하지만 더 다양한 것이 있다면 굉장히 기쁠 것이라고 생각합니다. 뿐만 아니라, 이러한 지역에서의 활동들은 다양한 이해관계자들을 참여시키는 방법이 될 것입니다.

It could be a local business, it could be local farmers in a farmers movement... sustainable agriculture and any such activities; clean energy of cities could be one thing; so like what local communities want do is going to be a key to move forward.

이것은 지역 기반 사업일 수도 있고, 지속가능한 농업 등과 같은 활동에 대한 농민운동을 하는 지역 농민일 수도 있습니다. 도시의 클린 에너지도 지역 커뮤니티가 앞으로 나아가야할 한 가지 핵심적인 방법이 될 수 있을 것입니다.

Q. 이제 우리는 DESD의 나머지 절반을 시작하고 하고 있습니다. 글로벌 RCE 커뮤니티에서 기대하고 있는 바는 어떤 것인지 말씀해주시겠어요? 특히 통영RCE가 미래에 나아가야 할 방향은 무엇일까요?   

The important thing that we would like to have is that DESD faze is coming to an end in 2014. But we would like to continue because our task is not yet finished after 2014. One decade is not enough for us to make changes needed.

DESD는 이제 2014년에 끝나게 되지만, 우리는 이 과업을 마직 마치지 못했기 때문에 2014년 이후에도 계속 이어가고자 합니다. 10년은 변화를 이끌어 내기에 충분하지 않았다고 생각합니다.

So this movement will go on but we will take new direction, new leaderships for example. So Japan might give away to Korea for giving leadership of this movement. So I hope that Tongyeong could be a very important part of that creative vision for the future of education sustainable development movement beyond the DESD. So any idea that you can propose us. We would really welcome.

이 운동은 새로운 방향과 리더십을 가지고 갈 것입니다. 예를 들어서, 일본은 리더십을 한국으로 줄 수도 있을 것입니다. 저는 통영이 DESD를 넘어서ESD 운동의 미래 비전을 세우는 데 중요한 역할을 할 수 있을 것이라고 생각합니다. 혹시 좋은 아이디어가 있으면 어떤 것이라도 우리에게 제안해주면 정말 기쁠 것입니다.

And we can discuss this during the next world conference. I will very seriously discuss this with my colleague when I go back that I received this letter, formal letter of the request from the mayor and Dr. Park. So that some new ideas from you we really welcome. Thinking long-term.
그리고 우리는 다음 세계 총회에서 이것에 대해 논의할 수 있을 것입니다. 저는 통영시장님과 박은경 박사님의 요청이 담긴 이 서한(세계총회 유치 희망 공식서한)을 가지고 돌아가서 관계자들과 논의할 것입니다. 통영에서 어떤 좋은 아이디어가 있으면 언제든지 환영입니다. 길게 생각합시다.

  

Q. 마지막 질문은, 지역의 이해관계자들 특히 NGO에서 일하는 젊은 사람들이 직면하는 가장 첫 번째 어려움이 ESD의 개념이 불분명하고, 어렵다는 것입니다. 만약에 지역에 있는 젊은이들에게 ESD의 핵심을 쉽게 설명한다면 뭐라고 할 수 있을까요? 왜 우리가 ESD를 생각해야 하는 지 이야기해주세요.

I know. Young people can be confused. Is it a different kind of education that what we learn at school- no it's not. This is something that they can propose ideas.
젊은 사람들이 혼란스러울 수 있다는 것을 알고 있습니다. 이것이 우리가 학교에서 배웠던 것과 다른 종류의 교육이라고 생각하시나요? 그렇지 않습니다. 오히려 이 개념에 대해서는 젊은 사람들이 좋은 아이디어를 제안할 수 있습니다.

You see there is nothing that an outsider is going to bring and tell them how they should do differently. All we can do is to ask them to inspire others of certain behaviors, certain new ideas of sharing, commitment and vision for the, for the surroundings.

알다시피 외부인이 지역사회에 무언가를 가지고 들어가서 어떻게 해야 한다고 말할 수 있는 것은 아무것도 없습니다. 우리가 외부인으로서 할 수 있는 일은, 주변 환경에 대한 새로운 아이디어, 행동들에 대해서 주변 사람들에 퍼트릴 수 있도록 부탁할 수 있을 뿐입니다.

And I think that it is what essentially RCE is all about. There is nothing new that we could bring from outside and experts who would come and tell us what to do.

저는 이것이 바로 RCE의 핵심이라고 생각합니다. 외부에서, 외부의 전문가들이 지역사회에 들어가서 무엇을 해야한다고 말할 만한 새로운 것은 아무것도 없습니다.

I think this is something ground-up. That's what RCE movement's so important,  because you never know what surprising ideas might come out of one particular group of committed young people who can teach grown ups.

저는 이것이 상향식 풀뿌리 운동이라고 생각합니다. 그것은 RCE 운동의 중요한 부분입니다. 왜냐하면 우리는 어떤 헌신된 젊은이 그룹에서 어떤 놀라온 아이디어를 가져올 지 모르기 때문입니다.

See the only hope for change is for the younger people, younger generation to think differently. And that's what we hope for them to do, and teach about!

변화를 위한 유일한 희망은 젊은 사람들, 젊은 세대가 다르게 생각할 때 볼 수 있습니다. 그리고 나는 그들이 이러한 일들을 해낼 것이라고 생각합니다. 그들을 가르쳐야 합니다.

Q. 마지막으로 통영 시민들에게 하고 싶은 말씀이 있다면 해주세요. 

 I really look forward visiting Tongyeong very soon, not now this year, but hope surely next year.

And I hope that you continue your great dedication to the RCE movement. And be an example, role model for the RCE so I can go around and tell proudly what they can learn from the Tongyeong experience. So I wish the best to you in your activities and best luck for the future.

저는 통영에 조만간 방문하기를 정말 고대하고 있습니다. 아마 다음 해가 될 수 있을 것이라 생각합니다. 그리고 저는 통영이 계속해서 RCE 운동에 역할을 해 주었으면 좋겠습니다. 다른 RCE들에게 예시가 되고 주고, 롤 모델이 되어 주기를 바랍니다. 그래서 다른 RCE 도시들이 통영RCE를 통해 배울 수 있기를 기대합니다. 통영이 하고 있는 활동과 미래에 행운이 있기를 바랍니다.
